Interstitial Cystitis

Alright, so every month a week before my period I feel like I have a bladder infection. It hurts so much I don't even want to move but have to because I have to urinate every 5 seconds. Going to the washroom burns and pretty much nothing comes out. As soon as I get my period though it goes away and i'm fine until next month. I'm also about 99.9999% sure I have IBS too. I have no health benefits so there is pretty much no point in going to the doctors especially because there really isn't much you can do for this.
I just had a question though. When I was born I had a blocked urethra or something and I had to have surgery done (I now have a scar on my left side from it) Could this be at all related? When I was a kid I had bladder infections constantly and was always at the doctors or the hospital. The doctor said I would grow out of it and I did. I have a really weak bladder now but not half as bad as it gets when It's that time of the month.
